JUNE 2020: Application for a building permit submitted as part of an integrated procedure

The property developers are the following: Hidroelektrarne na Spodnji Savi, d.o.o., Brežice; INFRA izvajanje investicijske dejavnosti d.o.o., Leskovec pri Krškem; and ELES, d.o.o., Ljubljana.

An application for the issuance of a building permit was submitted to the Ministry of the Environment and Spatial Planning on 19 June 2020, and enclosed with it were the project documentation and an Environmental Impact Report. The building permit will be issued in an integrated procedure that combines a decision on meeting the conditions for issuing a building permit and an environmental approval. The procedure at the Ministry of the Environment and Spatial Planning is handled by the Construction Division of the Spatial Planning Directorate.

Along with the application for the issuance of a building permit, the developers also submitted a proposal to initiate a procedure for recognizing the precedence of other public interest over the public interest of nature conservation. The Spatial Planning Directorate has suspended the integrated procedure for issuing a building permit pending a decision on a preliminary issue. The precedence recognition proposal has been passed to the Environment Directorate, which will carry out the public interest precedence procedure in accordance with the provisions of the Nature Conservation Act, and the decision regarding the precedence will be made by the Government of the Republic of Slovenia. After the decision on the precedence of public interest has been made, the Spatial Planning Directorate, or specifically its Permits Division, will continue with the integrated procedure. If the Government of the Republic of Slovenia makes a favourable decision, a public participation procedure will be carried out by releasing to the public all submitted documentation and by sending out invitations to secondary parties in accordance with the Building Act.

JANUARY–APRIL 2013

  • The final proposal of the National Spatial Plan for HPP Mokrice was produced in the first quarter of 2013, which has been aligned with spatial planning authorities in the Republic of Slovenia and Croatia and was ready for adoption by the Government of the Republic of Slovenia.
  • HESS carried out direct activities with HEP (Hrvatska Elektro Privreda) regarding the harmonization of technical parameters and configurations in the context of the planned construction of HPP Mokrice and HPP Podsused (with the proposed "Agreement on cooperation and determination of technical requirements and conditions before, during and after the construction of HPP Mokrice and HPP Podsused" being in the preparation and harmonization stage).

In 2012, the procedure of adopting the draft National Spatial Plan (NSP) was underway and included justification of the most suitable variant.

An Environmental Report for the National Spatial Plan for the selected HPP Mokrice variant was also being drawn up.

The two documents were being aligned and prepared for the purposes of public unveiling and public consultation. The Environmental Report for HPP Mokrice was submitted, several times, to the Ministry of Agriculture and the Environment and to spatial planning authorities for review. Based on the procedures for issuing opinions by the spatial planning authorities, the two documents (National Spatial Plan and Environmental Report) were amended and prepared for the purposes of public unveiling and public consultation.

After obtaining all favourable opinions with regard to the National Spatial Plan and the Environmental Report, activities were launched for holding public unveiling and public consultation sessions – these took place between September and December 2012, both in Slovenia and Croatia.

Also commissioned and produced were other expert bases, studies, and investment and project documentation required for the adoption of the National Spatial Plan for the HPP Mokrice area.

HPP Mokrice – SEPTEMBER, OCTOBER, NOVEMBER 2012

  • Preliminary design for HPP Mokrice was produced. The project is currently being reviewed by the client.
  • A public unveiling of the National Spatial Plan for the HPP Mokrice area was carried out. A public consultation on the unveiled expert bases was also held on 17 October 2012. Positions regarding the comments made at the time of the public unveiling are currently being prepared.
  • A public unveiling of expert bases is underway in Croatia, outlining the cross-border impacts of HPP Mokrice.
  • The expert bases and the draft National Spatial Plan for the HPP Mokrice area are being amended based on the comments obtained during the public unveiling.

HPP Mokrice – JUNE, JULY, AUGUST 2012

  • Preliminary design for HPP Mokrice was produced. The project is currently being reviewed by the client.
  • The draft National Spatial Plan for the HPP Mokrice area and the Environmental Report for the HPP Mokrice area were submitted to the state authorities for review. The draft National Spatial Plan and the Environmental Report are in the process of "Comprehensive Environmental Impact Assessment". All procedures are expected to be completed by the end of September, at which point the public unveiling of the National Spatial Plan is set to begin.
  • Additional studies are underway to examine the impact of HPP Mokrice on the surrounding areas (study on the HPP Mokrice area microclimate, preparation of expert bases for the planning of replacement habitats in the HPP Mokrice area, study of electromagnetic radiation (EMR)).

HPP Mokrice – APRIL, MAY 2012

  • A preliminary design for the power line connecting HPP Mokrice to the power grid was produced in April.
  • Preparation of the draft National Spatial Plan for the HPP Mokrice area continues.
  • Additional studies were commissioned to examine the impact of HPP Mokrice on the surrounding areas (study on the HPP Mokrice area microclimate, preparation of expert bases for the planning of replacement habitats in the HPP Mokrice area).

HPP Mokrice – JANUARY, FEBRUARY 2012

  • In January, the Fisheries Research Institute of Slovenia submitted a report titled "Ichthyological research of selected watercourses to supplement the Natura 2000 network of selected qualifying species from the area of the planned HPP Mokrice reservoir", which reassess the impact of HPP Mokrice on fish species.
  • An amendment to the preliminary design for HPP Mokrice was produced in February. The following sections were revisited: amendments to the technical solutions for the dam structure, amendments to the technical solutions for the reservoir (energy generation embankments, overflow into the retention basin, deepening of the river channel, sustainable configuration of the Sava and Krka confluence), additional flood water embankments and additional landscape configurations.
  • A hybrid hydraulic model of the HPP Mokrice area was produced.
